First is the back story of this
project. This flag pole project is part of the “Beautification of Rizal Park” project
proposed back in 2011. Under this project would include the following
1.) Senior
Citizen’s Garden
2.) Restoration of Pedestrian Lanes
3.) Restoration of Auditorium
This
project is done purposely to commemorate the 150th death anniversary
of our national Hero Dr. Jose Rizal, namesake of the park itself. And as such,
the old 105 ft flagpole was changed to a 150 ft one. 150th
anniversary, 150 ft. We just wonder if it will ever reach a thousand feet?
Going to the engineering part, we would show how is a typical flagpole set up.
Why does it cost so much?!
First of all, every structure must be able to withstand every kind
of force acting on it. In the case of flag poles, wind load factors in the most. According to the wind profile power law, as altitude
increases, wind speed increases.
Below is a sample wind profile of the Philippines when
experiencing “severely extreme” wind speeds.

By the way, how high is 150 ft?
This means that the National
Flag Pole will have to resist a great amount of force. The situation calls
for sturdier components and some
engineering.

Apparently, the winner of the contract, AKH construction and
IBANAG HERITAGE FOUNDATION ( NGO headed
by VP Jejomar Binay and Senator Enrile ) have the same contact numbers. They
must be sharing the same landline. Plus the head of AKH construction is also an
officer and board of trustee of the said NGO. What does this mean? Only one
thing for sure. Kudos to our Vice President and Senator for supporting all BIG
TICKET projects.

DeleteActually ung detailed estimate is already over priced and in lump sum na, engineer ako and marame na akong naging project na school, from my experience tama ang detailed explanation na ginawa ng nag sulat over priced lang ang estimates nya, like a labor should only be 6000-7000/monthly and ang foreman is around 9-10,000k only, project engineer is only 15-18,000 ganyan lang ka baba ang pasahod sa mga engineer, (kya nga madameng nag aabroad) kung sino nag estimate nyan eh X2 lahat ng presyo or +50% sa lahat ng presyo, and it wont take 6 months to finish a flagpole mga 3-4 weeks lang yan.. usually ang normal flagpole ng regular school cost around 100,000 php to 140,000 php, ang flag pole sa luneta is tingin ko nasa 500,000 - 600,000 php lang ang cost nyan..

Well, the way I see it, a revolution isn't going to fix the problem. We saw the wrath of revolutions of the past, and despite the ideals advocate by them, they all ended up in the drain. Worse, it divided the people. What I see as a nice solution, or a good start, to ever fixing the problem is to change old and small habits. It all starts from the culture. Pinoys are too tolerable of mistakes, and we laugh at people who are disciplined in their own and humble ways, like crossing the street through the pedestrian lanes, stopping at a red light, or not wanting to use commemorative plates. These are reflections of the kind of people that we are, and unless we care about the little things, the dilemma of corruption goes on and on and on. If anyone wishes to start a revolution, let's probably try our best to support at least the idea of a revolution, but if we ever wish to have a truly feasible resolution to the issues instead of short-term patches, then we may want to look at the small things that ordinary citizens do, and from there, we might be able to understand what causing corruption, and from there we might be able to start changing old habits. Just my two cents.

Install lamp posts that actually work, hire more people to enforce security in the area. Instead of installing a flagpole that would add 45ft (to the current 105ft) to celebrate the 150th anniversary is an expensive waste of time and money.

It would have been wonderful if the blogger requested from the COA audit information about the project rather than use his assumptions and estimates to sensationalize the project and present it as "overpriced". The blogger did not even place here the complete specifications of the project from the contractor. He is in no position to declare that the project is overpriced without bid documents, project specifications, and audit reports.

DeleteBe that as it may, the blogger still has an important point: A flagpole like that wanted for Luneta can be procured for a much lower price than the 7.86 million stated - even if it means buying American. (Sorry, but "buy Filipino" shouldn't apply if its >2x the price. Common sense pls.)

The blog author may not have called the project "overpriced" but by presenting the readers with what they think is "evidence", it left plenty in their imagination that the National Flag Pole of the Philippines project is "indeed overpriced" without them possessing all the facts. This blog post is simply turning its readers into sheep.

One of my dreams is to be a top politician, I want to enter the world of politics.. by not playing dirty. But that is impossible nowadays. Based from experience, when I get to seat on a position for the first time, my intentions were pure, but on the long run, with advices from other people, you tend to be corrupt in one way or another intentionally or unintentionally.. I think it works the same with other politicians. But, I keep my conscience by my side, as much as I could, to keep from being astray from my pure intentions why I seat on such position and take such responsibility.
I hope their conscience would do the same. The problem is, if their intention is to be corrupt from the very start.

ReplyDeleteWell if you put it that way, mukhang overpriced nga. Pero kulang ang info saka engineering na ang usapan eh. Understandable kung bakit hindi nagfofocus dito ang media. Medyo tricky kasi yan, considering na engineering na ang pinag-uusapan. Hindi naman kasi pwedeng sa lowest price lang magbase ng assumption dito. Dapat alam din natin kung ano yung eksaktong plano nila or kung ano yung expected outcome ng project para macompute kung OP nga ba talaga yung project.

Let's say, final quality ng product (kung high-end material ang gagamitin for durability saka engineering safety na din), maximum rate na pwedeng ibayad sa mga professionals/engineers (depende sa ihahire na professionals yan), and then logistics pa, saan ba kukuha ng materials, and etc.
Madaling gumawa ng haka-haka dito, pero mahirap magconclude since kulang ang info. I think I'll stay agnostic on this issue.

You should imagine kung paano nakakasurvive yung mga tindahan and resto sa loob (imagine yung price ng softdrinks, doble) despite na madaming nakapaligid na mas murang tindahan. Idk how it works, pero unreasonable ang market sa mga hangouts, pero umuubra din. lol

ReplyDelete1. Did the BOQ come from the official bid docs of DPWH or did it come from you? It would be better if you can retrieve the official BOQ from DPWH.
2. There might be some other items lumped under this project that are not directly a part of the flag pole. i.e. accent lighting (and all other electrical items related to lighting) and other architectural modifications for the new flag pole.
3. From what I recall from the news, the flag pole has a motor that enables automatic operation / raising and lowering of the flag. I did not see this in the flag pole BOQ. Aside from the winch motor, we also have to account for the electrical items needed to supply power to the winch.
4. The concrete materials quantities were not indicated, we just have m3 but not each item's quantity.
5. Contractor's profit was not indicated, has this been considered/included in the itemized costing? This is usually 15-20% of the direct cost.
Having enumerated all the items that might be missing from the computations, I still feel the 7.8M contract amount is overpriced, unless there's a lot more scope in the actual BOQ that we do not know of.
Oh and btw, nice catch on AKH and Ibanag having the same contact number. =)

ReplyDeleteThis is what we call "tourism". We also have to beautify our places to attract more tourists, either foreign or local, then more work would be available for Filipinos. And since there are a lot of people hanging around Luneta, it would be nice place for business establishments (of course, maintenance of the park should be widely monitored), which encouraging Filipino entrepreneurs to have one nice spot for operation. THIS IS CHANGE. And we have to adapt to change.

Might be not in "The Fast and the Furious" way, step by step to be able to reach it. Then IMPEACHMENT??? Like what I have said, THEY ARE TRYING THEIR BEST. We voted them, right? We chose them, right? It is just so pathetic that we are impeaching some people yet we were the one who put them on that position in the first place! Before you say so they should be impeached from their position, try to think of all the "great" ways you did for the Philippines, for our country.
The points about tourism is exactly what I was thinking. Building additional establishments in an area contributes to the overall trust and good impressions that businesses would have on it.

I think educating the Filipino opinion should begin by breaking away from our simple-mindedness. For example, napakadaling mag-agree sa article na 'to without looking at the details that might prove the opposite of the idea it promotes like the possibility na may iba pang underlying cost na hindi na-take into account sa mga supporting documents na nakapost dito. Example nalang yung cost sa electricity, fuel, ilang months ba gagawin yang project na yan, ano yung actual cost ng technology na gagamitin to carry out the project, ano yung actual cost ng service ng professionals (some professionals would rate up to 7 figures because that's the cost of their liability), naisama ba yung cost ng pagtanggal dun sa lumang flagpole or cost of excavation, and then of course you're not just paying for the materials, you're also paying for the idea of the professionals who would handle the project. That's why this issue didn't just make it into the media. Masyadong madaming necessary information, technicalities, and tricky details to prove the case and without real knowledge about how the business actually work and what are the actual factors and specifications involved, it's quite pointless to jump into early conclusions. This is also my gripe about half-proven issues like this one. It's quite easy to fall victim into the sensationalism, jump into conclusions and ignore the missing crucial details because we all have our moments of simple-mindedness.
It is important to be critical about the things around us, and it is more important to be critical about our own opinions. However, that's also the reason why I applaud the author of this article for leaving it as an open-ended question. I do hope he can provide more credible or rather, relevant sources of information though. The rough estimates are all irrelevant as long as we don't know the exact details of the project. I am inclined to believe that this project is overpriced though.

ReplyDeleteSa pag prepare pa lang ng DPWH sa Program of Work at Approved Budget for the Contract plantyado na yan. Kahit pa public bidding, formality na lang yan. Sa tingin nyo mga Kabayan kung sisibakin lahat ng mga Kawatan sa Gobyerno may mababago ba sa Sistema? Madaming bagong graduate na cum laude at magagaling from private at public universities na nalason na ng sistema sa gobyerno (mga nag work sa DPWH at COA na akala natin MALILINIS,pero mas malakas humingi pag may inspection sa project). Pero hindi lahat ng nasa Gobyerno ay magnanakaw, may iilan din na matitino (may moral values). Dati akong nagwork sa Gobyerno pero nag resign na ako at mas piniling mag trabaho sa mag-abroad dahil ayokong malason ng sistema.

ReplyDeleteNakaka-awa din pala yung laborer sa computation na 'to. Di man lang umabot ng 15,000 ang sahod. Yung project engineer din saka project manager, considering na high-end yung project, 50K saka 30K lang lol. Eh yung prof ko dati sa Mapua umaabot ng 100K ang sahod as prof, mas malaki pa dun yung kita nya as materials engineer.
Although I have a gut feeling that it is overpriced, medyo nagdadalawang isip din ako sa presyo eh. Forgive me if I would sound like comparing apples and oranges, pero ang presyo ng isang well engineered na bahay can very well reach 5M, depende sa specifications. Umaabot ng 2M ang isang townhouse, and depende pa yun sa terms ng bayaran. This may be a flagpole, but it's not just a mere flagpole. Since it's almost half the size of the statue of liberty, I assume na medyo high-end ang gagamiting materials and technology dito. Considering na ganun nga sya kataas, I assume that anything that falls within the 2M range eh sobrang tinipid, na kaduda-duda na yung quality. Baka naman konteng sandal ko lang eh matumba na yun, lol.
Regardless, ang mas takaw pansin sakin dito is yung mga pulitikong involved. Timing pa na si Erap ang mayor ngayon.
I dont agree na ang mga taxpayers lang ang dapat bumoto. Basically isinasantabi ang mga mahirap at di edukado. Better solution na iimprove ang education nila para mas matutong pumili ng tama at di magpadala sa vote buying dahil hindi na makakain.
